Adam GUIBOURGÉ-CZETWERTYŃSKI

Adam GUIBOURGÉ-CZETWERTYŃSKI teaches a simulation game titled “EU Energy Policy-Making in Practice” at Natolin. The objective of this simulation is to provide a general overview of the decision-making process in the Council, including how negotiations take place. The course equips students with a better understanding of negotiation techniques and dynamics.
Adam GUIBOURGÉ-CZETWERTYŃSKI served as Undersecretary of State at the Polish Ministry of Climate from the end of 2019 until the end of 2023, where he was responsible, inter alia, for international affairs and EU funds.
Previously, he twice served as head of the environmental department at the Permanent Representation of the Republic of Poland to the EU, in 2019 and from 2015 to 2018, where he negotiated draft legislation on climate and the environment within the EU Council.
Adam GUIBOURGÉ-CZETWERTYŃSKI also participated in international climate negotiations (UNFCCC). He was appointed chief negotiator for the Polish presidency of COP24 in Katowice, preparing a package of decisions to implement the Paris Agreement. Prior to that, he worked at the Polish Ministry of Environment as part of the climate negotiators' team at the United Nations COP19 Climate Summit in Warsaw.
He holds a Master’s degree in Finance from HEC Paris, a Bachelor’s degree in History from Paris IV-Sorbonne University, and a Master’s degree in History from the University of Warsaw.
He is currently heading the Polish national office of T&E, Europe's leading think-tank for clean transport and energy.
